Educational reform through CHED Memo No. 46, s. 2012 has been implemented through Outcomes-based education (OBE). This study determined the level of knowledge, the extent of the practice, and challenges along OBTL and OBA among science teachers and students in the Teacher Education program of two autonomous HEIs in Baguio City. This study utilized a questionnaire, syllabus review, and focus group discussion using a mixed-method sequential explanatory research design. The findings revealed that both groups of respondents are coherent with extensive knowledge of OBA and highly extensive knowledge with an observed significant difference in how they perceived OBTL. The extensive knowledge of the science teachers and students enabled them to practice OBTL and OBA in the science classroom highly. The implementation of OBTL and OBA is being affected by inadequate OBE information, insufficiency of learning opportunities, and less practice of OBTL approaches and appropriate OBA tools to address diverse learners. Thus, the proposed faculty development program (FDP) is designed to enhance the capability of science teachers and fine-tune the practice of OBTL and OBA in the science classroom.
